AIC Institute for Excellence in County Government

Budget & Finance I

3-Credits; $60

Anyone who has spent any time in local government will likely tell you that it doesn’t work quite the way they first expected. It turns out there are many moving pieces and each piece is vital to both the effectiveness of local government and the betterment of the communities they serve. Those tasked with stewardship of the community are left with the daunting responsibility of understanding how and why all the pieces fit together. Furthermore, there's a duty to figure out the best way to combine all of those moving parts into a cohesive unit to provide essential services to the community. So, are there solutions? Is there anything we can do, or are there tools available to help us navigate the complexity of local governance?

Reedy Financial will bring this presentation  and focus on the need for and merits of planning with intent. They will help put the puzzle together by providing a 101 workshop on planning and educate on the basic logistics of local government, and how that ties in with the delivery of services to the community.  Becoming or remaining proactive helps drastically reduce the negative impacts often associated with remaining reactive.

David Bottorff will also discuss the business personal property study done by the Association of Indiana Counties and how the trend is changing with assessed values.   The AIC requested a study be done on county specific data.  He will also be discussing ARPA compliance and the upcoming opioid settlement.  David will explain the trends and possible impacts from this study.
